- copy is annexed. "This same Proclamation was issued by me in August last year by the advice of Mr. Russell, then Registrar-General. Three high Officials of the Chinese Government, Admiral Wang, the Magistrate of Sin On, and the Military Commandant of Kowloong, had paid me a visit and informed me that a large number of the Sam Hop Ui were at the time assembled in the Colony; and their information corroborated by the Police. Shortly after the Proclamation had appeared, Admiral Wang called on the Registrar General to thank him for the action which this Government had taken, which he said had effectually dispersed the Members.
The Vice Roy has informed the Acting Consul at Canton that it may be impossible, in the face of the popular indignation (on account of the verdict), to afford protection to the Colony.
